Tested: tat

   
To be done:

	- by vcc : tatMakeLCUEnv/vccEnvCreate: MODROOT user directory
	not mounted if -h :::<right_host> (tested on te19 -> te49)

To be checked: 

	- vccEnvStart should use vccEnvCheck instead of WaitForRtap 
	but beware of error messages if the env. is not yet ready...

	- with new vccEnvInit: tat9 always fail because RtapScheduler
	failure no more detected.
